In a protracted gender based war, provided that both sides have roughly equal strength (physical strength is nice for men, but not the only determining factor- strategy and preparations can often determine actual strength, since the individual is a mere brick), I would imagine that the female side may have the advantage over generations.

If each side simply captured one prisoner as breeding stock, then the male side would get the dozen or so children that a single woman can produce. Sure, those children will have a nice spread of gender... but ultimately it would take generations to get a nice program started (which could be ruined with rescue missions). In comparison, females can have the single male prisoner lead to hundreds of births. There is more of a liability due to soldiers tied up for 9 months, but ultimately, the growth potential seems larger.

There are other concerns about how to use male children used in this scenario, as well as issues with inbreeding to consider. But the sustainability of the female side generally seems better.

I think the necklace system is in place for the elites. Sort of like eugenics for them. Elites can only fuck other elites. They use the pusil to keep things civil between the sexes, so they can keep a nice, pure, and strong bloodline going for the elites.
